If you are going to apply for a prisoner, the information here will be important to know. You should already have an idea of what the groups are here at Asylum 39. If not, please go back and read that thread here.
Alright, first off, lets start with the prisoner identification numbers. It will start with a letter, then 3 distinct numbers. For example: G145. The first letter designates your mutation group. G for Genos, T for Telenos, and M for Mythenos. The first number designates your threat/privilege level. The lower the number, the more dangerous you are, and also the less privileges you have. Generally, this number ranges from 1 to 9, however, the Mythenos group, with how unpredictable they are, as well as a few other cases, can receive the rare threat level of 0. This means that they will be watched a lot, and treated in a such a way that they will not get angry or emotional. The goal with a level 0 is to ensure they remain calm and not a danger to others, so in some ways they can have more privileges than a 1 or 2. The last 2 numbers indicate your relative "rank" within the given category. This number is used by prisoners to indicate the strength of your powers in comparison to others of your category and threat level. So, someone with the identification of G145 would be a genos mutant who is very dangerous, and of average rank compared to those like him.
On a side note, the existence of Mythenos Prisoners is kept secret from most other people. Since they most resemble those of the Genos group, and have privileges similar to those of a threat level 4, they are given a second identification number that replaces the M0 with G4.

There are various ways used by the Black Rose to keep the powers of mutants in check, as well as keep them locked up while remaining comfortable enough to not riot every day. For most Mythenos and Telenos, a metal called Krothium is used as bands and attachments that blocks the brain's ability to communicate and manipulate the energy in the surroundings. In other words, its a metal that blocks their powers. It can also work on some of the Genos too, but usually a case by case basis is used to deal with those of Genos group. They are easier to contain, but need stranger methods, like using a small stream of UV rays on vampires to keep them weak. All of the cells in the prison can be compared to that of a small dorm room or greater in terms of size and comfort. Of course, they also have strong locks and thick walls, but its better than a real, metal prison cell. The quality of your room corresponds directly to that of your threat level.
Now, lastly, for various privileges. Asylum 39 is basically like a small city. It has its horrible parts, and it has its nice parts. One of the nicer aspects is having access to a sort of school, that keeps up ones education (as well as a bit of brainwashing by the Corporation). To go to school, your threat level must be 3 or above. There also exists a decent cafeteria with food that is not as bad as the norm. To go there, you must be at 4 or above. The courtyard used for ability practice as well as relaxation is open to all except level 1's, and the clothing and item catalog provided by the prison staff is available to only those of level 8 or 9. Many other forms of simple entertainment, relaxation, and social fun, and food, are available for a small price of money that can be earned by doing various...activities in the prison.

Both will allow a prisoner access to large amounts of cash for use in the prison, but can mean a shorter, or more abusive life than normal. To be able to submit your candidacy to be sold as a slave, you must be of threat level 5 or higher, for protection of the human buyers. Often slaves will be brought back to the asylum for training or while the master is on vacation, so any money they earn from the sale can be used at that time. As for those in the arena, who are bet on by humans watching the matches, anyone can enter. But your life will always be at risk, especially against more dangerous prisoners. However, the freedom to use powers, to be yourself, and the money earned is well worth all the risk.
